The building, along with the commemorative aircraft in the Tuskegee Airmen's Plaza, was dedicated as the culminating event during the visit by President Ronald Reagan of the annual Mother's Day Commencement Program in May 1987.
The building is named for Tuskegee University's distinguished graduate, General Daniel "Chappie" James, the first Black American to achieve the rank of Four-Star General in the United States military.
